Your letter 53514/1/36 of the 28th February, 1936, regarding the extension of Kai Tak aerodrome.

As I think you know, we have still to consider the general question of the terms on which land in Hong Kong should be made available for Air Force purposes and anticipate that the previously expressed views of the Hong Kong Government will be affected by the policy decision now come to by H.M.Government adumbrated in para.39 of the White Paper cd.5107 of the 3rd March Statement relating to Defence.

In these circumstances we feel that it is impossible to approach the Treasury with regard to the suggested contri- bution towards the extension at Kai Tak until we have formulated our requirements at Hong Kong in some detail.

We shall let you have an official letter as soon as possible but in the meantime you will wish to know at once that there is no prospect of our being in a position to pay un instalment of the suggested contribution to the Hong Kong Government this financial year.
